
Center for Computer Aided Power Sector Studies (C-CAPSS) has been consistently advocating for the computerisation of various select areas of operation of KSEB, right from its inception and was anxiously waiting for the successful completion of the present LT billing computerisation drive initiated by KSEB.
In 2003, Kerala state electricity Board implemented a LT billing software named 'JYOTHI' on proprietary Microsoft platform with hired expertise. The Board and the Government went after Microsoft® for ‘free of cost’ application software in return to selection of Microsoft® products for Operating System (OS) and Relational Database Management systems (RDBMS) for use in it’s various offices. The experience with the software developed ‘free of cost’ by Price Waterhouse Coopers (PwC), who were entrusted with the job by Microsoft®, which is in service from December 2003 was disastrous.
