KSERC directive - KSEB not to write off arrears of govt depts

KWAThe Kerala State Electricity Board (KSEB) will not write off arrears on electricity bills run up by government institutions in future, Power Minister A.K.Balan said.  Notices will be issued to all government institutions that owe money to the KSEB, he told reporters here. The decision comes in the wake of a Kerala State Electricity Regulatory Commission (KSERC) directive. While rejecting a KSEB proposal to revise power tariff on Wednesday, the Commission suggested that arrears should be collected to generate the necessary revenue.

Industries Department alone owe the KSEB Rs 170 crore, Balan said, adding that the much-hyped industrial development was at the cost of the KSEB. Recently, the KSEB had written off more than Rs 800 crore owed by the Kerala Water Authority. The KWA had made a one-time settlement of Rs 250 crore on the condition that all subsequent bills will be paid promptly. But this promise was not kept.

According to the Minister, government departments and agencies owe the KSEB Rs 528 crore. Private firms owe Rs 575 crore. “When the LDF came to power three years ago, private firms had owed Rs 675 crore. The KWA now owes Rs 90 crore,’’ the Minister said. “The Cabinet had set a one-month deadline for the collection of dues. The KSEB cannot act like an `international donor,’’ he said. With the Regulatory Commission rejecting the proposal for tariff revision, the State Government is now thinking of providing subsidy to the KSEB, he said.
