CERC will frame rules for open access to transmission utilities

Pramod deoThe CERC is  in the process of framing rules on providing open access to transmission utilities to buy power from the power surplus states for the medium-term of up to three years. It already has rules for short-term access of up to one year and long-term access of more than 25 years, but even those are not strictly followed by state utilities.

The Central Advisory Committee of the Central Electricity Regulatory Commission (CERC) has proposed the monitoring agencies be given more autonomy from the control of state utilities to facilitate uninterrupted flow of power from one state to another. The power sector experts within the committee also sought more stringent penalties on State Load Dispatch Centres -- the state-run agencies responsible for monitoring generation, transmission and distribution of power in a particular state -- which often deny power to transmission utilities of the other states.

The committee noted that the SLDCs -- under influence of their own incumbent state distribution utilities -- often deny impartial open access to the transmission utilities of other states on flimsy grounds. The committee also suggested that the Centre expedite the process of ring-fencing Regional Load Dispatch Centres from the state-run PowerGrid Corp to set an example.

A forum of regulators -- comprising CERC chairman and chairpersons of State Electricity Regulatory Commissions -- had earlier suggested that though the SLDCs may remain under the administrative control of State Transmission Units till a separate government company is set up for their operation, the practice of their reporting to the STUs along with power distribution companies and state trading companies, should be discontinued in order to properly ring-fence SLDCs during the transition phase.
