Power bills of Mumbai Consumers may rise again

MumbaiThe Maharashtra Electricity Regulatory Commission (MERC) is holding a hearing on the proposed 50% and 23% hike in power tariff, recommended by BEST and Reliance. Consumer forums, Grahak Panchayat and Prayaas, are planning to fight the proposed hike tooth and nail, and claim the city's power suppliers are burdening Mumbaikars by buying costly power from the open market. Both consumer groups will be raising these issues at the hearing.

According to Ashok Pendse of Grahak Panchayat, the companies have ignored basic consumer rights like supply of power to all at a uniform rate as per the Electricity Act of 2003. The suppliers, he said, ignored guidelines for power purchase agreements with firms outside the state, which could have bought more electricity for Mumbai at a lesser rate.

According to these groups, the two companies did not buy power from mega projects in Sasan, Mundra, Auriya and Krishnapattanam, which have promised to generate 16,000 MW by 2011. "Punjab made power agreements with Lanco; Delhi's NDPL made deals with Chinalight while West Bengal entered into a private agreement to buy power. But these two companies missed the opportunity,'' said Pendse.

He said Reliance's excuse of no land acquisition to set up a plant in Shahapur and permission for their Dahanu plant expansion being denied did not hold. "It should have given priority to enter into power purchase deals,'' he added.
