AT&C loss reduction failed despite reforms- Orissa Power Minister

OrissaTo questions from members of the Orissa Assembly, the Power Minister Surya Narayan Patro had admitted that the agregate Technical and commercial losses of the four distribution licensees are above 41 per cent and cost of the energy loss is passed onto the consumers. Not satisfied with the reply of the Minister, members demanded action against the distcoms. Distribution licensees could not make any headway in reducing the losses, even though the state power sector was privatised years back citing public sector as inefficient.

Even after unbundling of the Orissa State Electricity Board and implementing world bank dictated power sector reforms, energy losses continue to be a major area of concern for the distribution licensees and the annual loss of eletricity in the State will be worth Rs 1,000 crore.

One per cent reduction in the loss level is equivalent to saving of Rs 24 crore. The loss reduction is not up to the benchmark of the Orissa Electricity Regulatory Commission (OERC), the minister said said adding, system upgradation and modernisation are the need of the hour.

Power theft through unauthorised connection is the major reason of energy loss. Though five energy police stations have been operationalised, their performances and public response to the police stations are not very encouraging. Only one theft case has been registered so far, he said.

The State Government has already issued notification on October 23 for setting up 29 energy stations. As per the new Electricity Act, cases relating to power sector can be registered in the existing police stations, he added.
