Commissioning of Khuga Power Project will be delayed

Commissioning of the power component of Khuga multi-purpose project in Manipur will be delayedThe commissioning of the power component of Khuga multi-purpose project in Manipur will be delayed as Pantaflo Hydro Engineers Ltd- the company that supplies equipment is refusing to send its engineers for installation and commissioning, citing bad law and order.

Pantaflo Hydro Engineers Ltd, the supplier of the equipment for the power project, wrote to the state irrigation and flood control department that it could not send its engineers in view of the prevailing situation in the state. However, the company had informed the department that it would soon send all the machinery and equipment, but not the engineers. It also requested the state government to look for local experts for installation.

The company’s engineers were afraid of coming to Manipur in view of frequent abduction of engineers by militants. The latest kidnapping was on October 24. Police last week rescued Tongbram Jatishore, 55, an assistant engineer of the PWD allegedly kidnapped by cadres of the Kangleipak Communist Party (Nongthang), from Thoubal district. Burning of four generators by local contractors at the project site on 2008 October 24 for not clearing their pending bills and the recent bomb blast near Ragailong village in which 17 people were killed had also been the reasons behind the company’s decision. The department has started looking for engineers who could handle and install the equipment.

The multi-purpose project taken up at Khuga, about 10km south of Churachandpur district headquarters has three components of supply - irrigation water, drinking water and power. The project was conceived in the seventies at an initial cost of Rs 15 crore. The cost has now gone up over Rs 250 crore.

Main activities of the Khuga Multipurpose Project  concerns construction of earth dam, spillway and guide wall across Khuga River at Mata 7 km south of Churachandpur town, construction of power house and fabrication of pipes, and development of canal system.

The project has been conceived to irrigate 15,000 hectares of agricultural land and provide five million gallons of drinking water daily. It has a power component of 15 MW. Prime Minister Manmohan Singh laid the foundation of the project while he was the deputy chairman of the Planning Commission in 1984.

The irrigation and flood control minister Nongthombam Biren Singh said construction for irrigation and drinking water components is nearing completion and the recent developments would certainly delay commissioning of the power plant.
