Directors assumes charge - TNEB unbundling nearing completion

TNEBTamil Nadu has moved closer towards the complete unbundling of the 52-year-old Tamil Nadu Electricity Board (TNEB), with the Board of Directors of the Tamil Nadu Generation and Distribution Corporation (TANGEDCO) Limited assuming charge recently. As part of reorganising the monolithic Board, the government in October 2008 decided to create TNEB Ltd, the holding company, and two subsidiaries, Tamil Nadu Transmission Corporation (TANTRANSCO) Limited and the TANGEDCO.

What remains to be done is the execution of the transfer of assets and manpower. Senior officials are hopeful of carrying it out by mid-June, when the extension given by the Centre in March to the TNEB to complete the reorganisation expires.

The Chairman and Managing Director and other Directors assumed charge about 10 days ago. Last month, the government issued an order approving the composition of Board of Directors of TNEB Limited and TANGEDO.

As per this order, the present TNEB Chairman, C.P. Singh, has been posted Chairman and Managing Director of TANGEDCO and TNEB Limited. He is also head of the TANTRANSCO.

The Secretaries of Finance, Energy and Industries departments, who were Members in the Board of the undivided TNEB, would be ex-officio Directors of the holding company and TANGEDCO.

In the case of the TANGEDCO, S. Sukumar Soloman, Chief Engineer (Non-Conventional Energy Sources), G. Rajagopal, Chief Financial Controller (General) and K. Balasubramanian, Member (Generation), have been made Directors of Projects, Finance and Generation respectively.

At present, the post of Director (Distribution) remains vacant. R. Murugan, TANTRANSCO MD, is a part-time Director.

While the TANTRANSCO would establish and operate the power system network of all transmission lines and run sub-stations of 66 kilo volt (KV) and above, the TANGEDCO would be in charge of generation and distribution.

In June 2009, the TANTRANSCO was registered. On December 14, 2009, Chief Minister M. Karunanidhi inaugurated the TANTRANSCO. Two weeks earlier, the holding company and the TANGEDCO were incorporated.
