Govt at fault for delay in CWG power project - CAG

CAGThe CAG has slammed the Delhi government for not completing power projects before the Commonwealth Games as per schedule. The report says that the period of CWG was a lean season in terms of power demand in Delhi and the city government awarded contracts for the installation of power supply units very late, so the work was not completed before the Games. "The Delhi government planned to commission a new power plant at Bawana to make available 1,250 MW of power before the mega sporting event, for increasing dependence on own generation sources from 17 per cent to 50 per cent.

The target was however not met, as the 1,500 MW Bawana gas-based power project was delayed by eight months, despite an expenditure of `2,330 crores." it said.
"After the Pragati Power Limited (under government of Delhi) put up a proposal for the project in year 2003, the Delhi Cabinet approved the setting up of the 1,000 MW power plant at Bawana under government execution only in November 2006," it said.

The CAG also slammed the contractor Bharat Heavy Electricals Limited (BHEL), which was awarded the work in April 2008, for not mobilising adequate resources at the site.

The CAG report further mentions that the total capacity of 220 KVA electrical sub-station was targeted to be increased by the Delhi government.

Delhi Transco and Delhi Government Power Supply Unit took up projects of setting up five 220 KVA electrical sub-stations and seven corresponding cabling projects.
However, only two out of five sub-stations and two out of seven cabling projects were completed before the Games.
