Regulatory Commission criticises KSEB

KSERCKerala State Electricity Regulatory Commission criticised KSEB for its mismanagement in buying electricity while taking up the request of KSEB to impose new regulations on users. Meanwhile, KSEB has sought the tariff rate be hiked to Rs 2 per unit for buying high-cost thermal power. The Commission blamed the KSEB for its failure to buy electricity at a lower rate and also pointed out its mistake in not using the energy corridor to bring electricity from other states. "As a result the KSEB has to bear over-debt," said the commission. Commission stated that instead of buying from Power Exchanges, the board could have bought it from power-dealers at a lower rate. "KSEB should have given prominence to the state's interests," Commission members Mathew George and  P Parameswaran said.

Commission also denied Board's recommendation to ban decoration lights and advertisements. Board's Financial member Venugopal had no answer when the Commission inquired whether the Board has send notification to at least one institution for violating its ban on decoration.

"Board is bearing Rs 7 crore over-debt per day as it buy high-cost electricity. This is 34% of the total power usage," said the Board representative. The lose will hit 2026 crore in this financial year itself.

Representatives of industrial, business and domestic users condemned KSEB's appeal to Commission. They pleaded the Commission to remove the restrictions imposed on domestic users, and demanded that if at all any restriction is needed, the control must be only for domestic users of above 300 unit. It is expected that the Commission will announce its decision soon.
