Year End Review of Ministry of New and Renewable Energy

CEAThe Ministry of New and Renewable Energy (MNRE) is the nodal Ministry of the Government of India for all matters relating to new and renewable energy. The broad aim of the Ministry is to develop and deploy new and renewable energy for supplementing the energy requirements of the country. The role of new and renewable energy has been assuming increasing significance in recent times with the growing concern for the country's energy security. Energy self-sufficiency was identified as the major driver for new and renewable energy in the country in the wake of the two oil shocks of the 1970s. The sudden increase in the price of oil, uncertainties associated with its supply and the adverse impact on the balance of payments position led to think for alternate energy.

Renewable energy resources and significant opportunities for energy efficiency exist over wide geographical areas of the country, in contrast to other energy sources, which are concentrated in a limited number of countries. Rapid deployment of renewable energy and energy efficiency, and technological diversification of energy sources, would result in significant energy security and economic benefits.

To develop new and renewable energy technologies, processes, materials, components, sub-systems, products & services at par with international specifications, standards and performance parameters in order to make the country a net foreign exchange earner in the sector and deploy such indigenously developed and/or manufactured products and services in furtherance of the national goal of energy security.

A total power generation capacity of around 26,267 MW from renewable has been setup in the country as on 31.10.2012. A target of adding about 30,000 MW from various renewable energy sources has been fixed for the 12th Plan period.

Ministry of New and Renewable Energy implemented a Scheme on Special Area Demonstration Projects to demonstrate variousRenewable Energy (RE) Systems includes solar lights at places of National and International importance including religious and historical heritage sites in the country. So far 29 religious and historical heritage sites have been covered under this programme in 12 States.

Domestic production of solar PV modules based on crystalline silicon technology during the year 2011 was around 300 MWp. Further, a total capacity of 268 MWp of Grid- connected Solar PV power plants have been set up under JNNSM so far (as on 31.10.2012), of which plants with 120 MWp aggregate capacity are using domestically produced module, which corresponds to about 40% of the domestic production. Off-grid solar PV systems with aggregate capacity of 31 MWp have also been deployed under JNNSM so far (as on 31.10.2012), of which 99% are using domestically produced modules.

As per monthly generation report compiled by Central Electricity Authority, 83.483 MU of grid solar power was produced during August, 2012 and 539.205 MU during the period April, 2012 to August, 2012.

The ministry is undertaking numerous awareness programmes such as exhibitions, training workshops etc. are being conducted. Several R&D efforts have also been initiated for new technologies and improvement in efficiency.

Important Meeting/Events during the year:

Solar Mission Meetings/Activities

A note on the activities of the solar mission including the development during the year has been separately sent to the Cabinet Secretary and Principal Secretary to PM vide d.o. 30/22/2011-12/NSM dated 05.11.2012.

Under the National Solar Mission, 11 projects of 50.50 MW capacity (48 MW PV + 2.5 MW ST) under migration scheme, 26 projects of 130 MW capacity under Batch-I and 69 projects totaling 88.80 MW of small capacity power projects (RPSSGP Programme) have been commissioned. In all, a total capacity of over 1045 MW Grid connected Solar Power Projects have been commissioned in the country as on 31.10.2012.

A total capacity of 155.00 MW off-grid Solar Power Projects have been sanctioned.

About 59.50 lakh sq. meter of collector area of solar thermal systems have been installed against a target of 70 lakh sq. meter of collector area to be completed by March, 2013.

Other Important Meetings/Activities

A meeting was held on 01.10.2012 with Secretary Food Processing regarding use of renewable energy based Cold Storage System by the Food Processing Industry.

Ministry of New and Renewable Energy organized an International Seminar on Energy Access from 9-10 October, 2012 at Vigyan Bhawan. The Seminar was inaugurated by the Prime Minister. Ministers and senior delegates from over 40 countries participated in the Seminar. At the end, an Outcome Statement was adopted that among others called for supporting and strengthening South-South cooperation for information and experience sharing in implementation of energy and energy access technologies including renewable energy.

A meeting was held on 12.10.2012 in New Delhi with Solar Developers to deliberate on the Implementation strategy of Phase-II of National Solar Mission.

International Cooperation:

International Events/Foreign Deputation:-

(i) Shri A.K. Varshney, Scientist 'F' Ministry of New and Renewable Energy along with Shri B.S. Negi, Scientist 'E', MNRE were deputed to Japan from 9-10 October, 2012 to attend the Working Group Meeting of the Indo-Japan Energy Dialogue as part of a delegation led by Deputy Chairman, Planning Commission.

(ii)Shri Gireesh B. Pradhan, Secretary, Ministry of New and Renewable Energy led an Indian delegation comprising Dr. Ashvini Kumar, Scientist 'F' MNRE and Shri Sanjay Seth, Energy Economist, Bureau of Energy Efficiency (BEE) to Israel from 15-16 October, 2012 for promoting cooperation between the two countries in the field of Renewable Energy and Energy Efficiency.

(iii) Shri A.K. Dhussa, Scientist 'F' Ministry of New and Renewable Energy was deputed to attend the Meeting of ISO/TC-255 (Biogas) in China from 22-23 October, 2012.

(iv) Dr. Praveen Saxena, Scientist 'F' Ministry of New and Renewable Energy along with Shri Sudhanshu Pandey, Principal Secretary to Government. Power Development Department, Government of Jammu & Kashmir were deputed to China to attend the Seminar on "Small Hydro Power" organized by the Embassy of India in China, as part of India-China Strategic Economic Dialogue in China from 23-24 October, 2012.

Meetings:

Hon'ble Minister, NRE met many foreign dignitaries from Canada, Bangladesh, Mauritius, Gambia, Fiji, Zambia, Sudan, Iraq, Maldives, Bosnia and Herzegovina, Yemen, Namibia, Dijibouti, Seychelles, Bulgaria, France, Swiss and discussed matters of mutual interest.

Financial progress:

An expenditure of Rs. 717.42 crore has been incurred upto 31st October, 2012 against Budget Provision of Rs. 1425.43 crore (including Rs. 40.43 crore from Clean Energy Fund) for FY 2012-13.
